Three deaths during a city-wide blackout result in a joint investigation by Stottlemeyer, Monk, Sharona, and Disher, with the unprecedented cooperation of the FBI and the help of power company spokeswoman Michelle Rivas, an attractive brunette who is inexplicably attracted to Monk.
